Why don’t all libraries decorate the way Kansas City’s does?

When I visited my parents in Kansas City the first thing we did before heading to their house was go downtown and check out the main library. What this branch did was take a vote on which books to display on the “community bookshelf” and then they built 25 foot book spines to use as the facade of the parking garage.

The part that I liked even more than the books was how they turned the steps into stacked books. Can you see it? This whole place was very cool to see and well worth the time, but we only spent 10-15 minutes looking and taking pictures before heading back to their place north of town.
